Using information provided by Mastercraft, Pinyon maintains a record of
hazardous waste generation and toxic chemical release inventory.
This information is recorded throughout the year and summarized in the
annual EPA Form R Toxic Release Inventory Reporting Forms.
Pinyon prepares the biennial Hazardous Waste Report, the Hazardous
Materials Report, and the Tier II Forms for submission to the Colorado
Department of Public Health (CDPHE) and the Aurora Local Emergency
Planning Committee (LEPC), respectively.
Pinyon assisted Mastercraft in the past with a Heavy Industry Stormwater Permit, including stormwater discharge sampling. Pinyon assisted
Mastercraft in changing procedures, which resulted in the downgrading of
the facility to a Light Industry Stormwater Permit. Two comprehensive
facility inspections are required yearly for this permit. Pinyon prepares an
annual report summarizing the inspections, releases, and changes in best
management practices during the past year, and submits the report to the
CDPHE.
Pinyon has also assisted Mastercraft with a RCRA facility inspection by the CDPHE and provided response actions for compliance. |

Pinyon completed an evaluation of volatile organic compound (VOC)
emissions at a city maintenance facility for street painting. The scope of
services included a review of applicable regulations, a visit to the facility to
identify potential VOC emission sources, and an evaluation of VOC
emission concentrations. The purpose of the evaluation was to estimate the
pounds of VOCs emitted from the facility and to ascertain whether the
facility was operating within applicable regulatory guidelines.
The facility included a garage area, a machine shop, a truck maintenance
area, a paint storage area, a sign shop, a traffic light storage area, offices,
and a materials testing laboratory. A 400-gallon above ground storage tank
(AST) was used to store a mixture of toluene and VMP naptha.
Review of Colorado Air Emissions regulations indicated that street
painting operations and chemical storage tanks less than 500 gallons in size
are exempt from VOC emission reporting (Colorado Regulation No. 3, Parts
A and C). The Colorado Department of Public Health and Environment (CDPHE) requires a permit if any single
chemical, or hazardous air pollutant (HAP), is over levels defined by three different facility layout
scenarios and three different hazard levels.
Using a mass balance approach, and estimated quantities of chemicals used over time by task in the facility and material safety data sheet information for the chemicals, Pinyon estimated the quantity of VOCs and individual HAPs emitted. Pinyon also evaluated the permitting requirements including an Air Pollutant Emissions Notice (APEN) and Non-Criteria Reportable Air Pollutant Emission Notice Addendum Forms. |
