Pinyon has been contracted by a Telecommunications Company to
perform environmental services nationwide. The services have included
numerous Phase I Environmental Site Assessments (ESAs) and
Transaction Screen Assessments (TSAs). This client, with thousands of
offices and receiving facilities around the country, is currently undertaking an
aggressive expansion program. Between March 1, 1999 and October 1,
1999, Pinyon completed 345 ESA and TSA assessments in 14 states,
including New Hampshire, Ohio, Indiana, Tennessee, Pennsylvania, New
Jersey, New York, Maryland, Michigan, and Oregon. In addition to the
ASTM requirements, the client requires an evaluation of wetlands and
flood plains, and a detailed assessment of potential off-site issues. The
scope includes the historical and regulatory agency evaluation,
interviews with knowledgeable individuals, and a site visit. During the visit
to the area Pinyon also reviews information on potential off-site sources at
the offices of the local regulatory agency, obtains and reviews aerial
photographs, and evaluates other historical information, such as maps and
street directories. In addition, Pinyon visits local agencies to review building
records, water well, and utility information, as needed.
Pinyon developed a client-specific Access database to track the sites
and provide summary tables of conclusions and recommendations for each
property.
Pinyon also developed client specific ESA and TSA report templates to streamline report writing and
production. The reports are bound in three-ring binders in regional sets with tabs denoting each
individual property report for that region.
Additionally, Pinyon has completed Phase II assessments at several of the sites, to evaluate the potential for soil and/or ground-water contamination. Pinyon has utilized various drilling technologies to efficiently collect the required information. |

Pinyon conducted property assessments for over 200 production well sites in Lincoln County, Wyoming. Due to the clients internal deadlines, the timing was critical. The scope of the assessments was established through identifying areas of concern and understanding the client's goals and priorities.
To accomplish the assessment of so many sites in a short period of time, Pinyon developed field check lists and structured a reporting format to enable fast and cost-efficient evaluation of the sites. Pinyon mobilized to the area within 24-hours of notification and completed the site visits and field evaluation. Possible issues or concerns were identified during the site visits and evaluated further during the file review process to identify any compliance, regulatory, or environmental concerns. Complete project and regulatory file reviews were performed. The field visits, file reviews and a draft report were completed within two weeks, thereby accommodating the client's internal deadline. |
